HB 3078 Summary

• Defines "human-animal hybrid" as organisms with mixed human and non-human genetic material, including human embryos with non-human cells, hybrid embryos from mixing human and animal gametes, and non-human organisms engineered with human brains or gamete development capability.

• Prohibits creating, attempting to create, transferring, or transporting human-animal hybrids; also prohibits transferring human embryos into non-human wombs or non-human embryos into human wombs.

• Provides exceptions for transgenic animal models containing human genes and xenotransplantation of human organs or tissues into recipient animals (excluding animal embryos).

• Establishes civil cause of action for violations and criminal penalties of up to $10,000 fine and 10 years imprisonment.

• Effective date: November 1, 2010.
