Amends 10 O.S. 2001, Section 640.1 to expand the Oklahoma Partnership for School Readiness Board's duties to serve as the state's Early Childhood Advisory Council and fulfill responsibilities under the Head Start Act of 2007 (PL 110-134, Section 642B).

Increases public sector representatives on the Board from fourteen to fifteen members by adding the State Director of Head Start Collaboration in Oklahoma as a new board position.

Board composition includes 15 private sector representatives (including two parents and one child care provider representative) and 15 public sector representatives from various state agencies and educational institutions.

Board members appointed by the Governor serve four-year terms; state agency officers and employees are reimbursed for travel by their respective agencies, while other members are reimbursed by the Board.

Legislation becomes effective November 1, 2010; the Board continues until July 1, 2013 under the Oklahoma Sunset Law.
