Amends Section 3 of the Oklahoma Community Economic Development Pooled Finance Act to modify and clarify 15 key definitions used in the statute.

Revises the definition of "Community Economic Development Pooled Finance Revolving Fund" to reference Section 891.15 of Title 62 instead of referencing "this act."

Expands the "Infrastructure" definition to include railway or utility systems owned by eligible local government entities and clarifies that infrastructure assets must be owned by local government entities.

Maintains definitions for eligible local government entities (cities, towns, counties, combinations thereof, and public trusts), pooled financing mechanisms, and various types of bonds and debt instruments.

Declares an emergency, making the act effective immediately upon passage and approval.
