Amends 70 O.S. 2001, Section 13-107 to authorize the State Board of Education to accept and disburse federal grants for educating exceptional children.

Requires the State Board of Education to develop a funding mechanism for distributing federal reimbursement funds to local educational agencies for excessive costs of high-need students.

Mandates the excess cost funding mechanism divide available federal funds equally between: (1) out-of-state residential placements for students with IEPs requiring such placement, and (2) other high-need students whose costs exceed three times the average per-pupil expenditure in Oklahoma.

Declares an emergency to make the act effective immediately upon passage and approval.
