Amends 2 O.S. 2001, Section 9-143 to require livestock dealers to maintain written records as required by the Federal Packers and Stockyards Act of 1921 and other records necessary to track sources and disposition of livestock within the previous 24 months.

Grants the State Board of Agriculture access to examine all livestock dealer records during reasonable working hours.

Clarifies that the Oklahoma Department of Agriculture, Food, and Forestry may enter and inspect livestock facilities or examine dealer records.

Repeals 2 O.S. 2001, Sections 9-141, 9-142, 9-144, 9-145, 9-146, and 9-147 relating to the Livestock Dealers Act, including provisions on licensing requirements, bonding, and payment procedures.

Effective date: November 1, 2010.
