Amends 69 O.S. 2001, Section 1705 to authorize the Oklahoma Turnpike Authority to construct and operate a new turnpike beginning at Interstate 44 near 49th West Avenue, extending north and easterly across State Highway 64/412, and continuing eastward to the L.L. Tisdale Expressway in Tulsa.

Adds this new Tulsa turnpike project as item (35) to the list of previously authorized turnpike locations that the Authority may construct under state statute.

All access roads, interchanges, and lead roads connecting the new turnpike to existing highways must be funded and built by the Oklahoma Turnpike Authority.

Declares an emergency, making the act effective immediately upon passage and approval by the Governor.
