Amends Oklahoma Self-Defense Act to require firearms safety and training course completion through registered, CLEET-approved instructors for concealed handgun license applicants, with certain exemptions available.

Establishes CLEET approval criteria for firearms instructors requiring completion of 16+ hour training from recognized organizations (CLEET, NRA, Oklahoma Rifle Association, federal agencies, or other professional groups).

Authorizes two-tier certification options: five-year or ten-year terms for both CLEET approval and Oklahoma State Bureau of Investigation registration certificates, with ten-year option available beginning November 1, 2010 at double the standard fee.

Sets instructor fees at $100 for CLEET approval and $100 for Bureau registration (each $200 for ten-year terms), with fees deposited into a dedicated Firearms Instructors Revolving Fund for CLEET administration and training program implementation.

Creates automatic renewal provisions for active duty and retired law enforcement officers holding valid CLEET approval without additional fees, and establishes instructor-to-student ratio limits of 10:1 for training courses.
