Oklahoma Health Care Authority must establish methods to deter Medicaid billing abuse and reduce payment and eligibility errors, achieving a payment error rate of no greater than 5% by fiscal year 2009

"Error rate" is defined as errors based on clearly defined objective documentation standards readily available to providers, with training provided at least annually by the Authority

Suspected fraudulent errors must be reported to and investigated by the Oklahoma Attorney General

Providers have the right to appeal before overpayment recoupment occurs for non-fraudulent errors, including a hearing before an administrative law judge appointed by the Attorney General with legal representation
