Amends Oklahoma's Improvement District Act to allow districts in municipalities with populations over 1,500 to fund capital improvements with estimated useful lives of 5 or more years, including parking facilities, benches, kiosks, signs, trash receptacles, restrooms, lighting, decorations, parks, and sidewalks.

Permits districts to add new or additional services and improvements upon petition by record owners of at least one-half of the area liable for assessment, with petitions filed at least 60 days before the public hearing.

Allows property adjacent to existing districts to be annexed upon petition by owners of more than 60% of the area to be annexed, with petitions filed at least 60 days before the annual assessment hearing.

Requires governing bodies to file a resolution annually (rather than an assessment roll) containing the assessment details, descriptions of new services or improvements, and areas proposed for annexation.

Becomes effective November 1, 2010.
