Establishes the Aaron Gillming Act requiring persons convicted of driving under the influence under a municipal ordinance to participate in an alcohol and drug substance abuse evaluation and assessment program prior to sentencing.

Municipal courts must order defendants to reimburse the certified assessment agency or assessor for evaluation and assessment fees, with fees set according to Section 3-460 of Title 43A of the Oklahoma Statutes.

Certified assessment agencies or assessors must submit written evaluation reports to the municipal court within 72 hours to assist in sentencing determination; reports remain confidential from public review.

Municipal courts must require defendants to follow all recommendations from the evaluation and assessment as a condition of sentencing if the report indicates the defendant would benefit from a 10-hour or 24-hour substance abuse course or treatment program.

Department of Public Safety shall not reinstate driving privileges if a defendant fails or refuses to comply with the court's order to obtain the required evaluation and assessment.
