Amends 63 O.S. 2001, Section 2-204 to add 31 new substances to Schedule I controlled substances, including synthetic cannabinoids (1-butyl-3-(1-naphthoyl)indole, 1-pentyl-3-(1-naphthoyl)indole), synthetic cathinones, and cannabidiol derivatives

Adds hallucinogenic and psychoactive substances to Schedule I including various tryptamine derivatives, phenethylamines, piperazine derivatives, and designer drugs like thiophene analog of phencyclidine and pyrrolidine analog of phencyclidine

Establishes exemptions for legitimate industrial uses of gamma-butyrolactone, gamma hydroxyvalerate, gamma valerolactone, and 1,4 butanediol in pesticides, coatings, textiles, food additives, and pharmaceutical manufacturing

Allows the Director to exempt products containing the listed chemicals from Schedule I classification if labeled and distributed for legitimate industrial purposes in a manner reducing likelihood of abuse, with review criteria including abuse history, labeling, distribution methods, and public health considerations
