HB 3253 Summary: School District Transparency Act

• Creates the "School District Transparency Act" requiring the State Department of Education to develop and operate a publicly accessible website by January 1, 2011, containing itemized expenditures by school district using Oklahoma Cost Accounting System codes.

• Website must include search capabilities and display expenditure information including recipient name/location, amount expended, transaction type, funding entity, and descriptive purpose, while excluding confidential information protected by state or federal law.

• All required expenditure data must be posted to the website within 30 days after information is transmitted to the State Department of Education; school districts must provide all necessary information to accomplish these purposes.

• Provides liability protection to the State of Oklahoma, State Board of Education members, and State Department of Education employees for disclosure of required information or any errors or omissions in that disclosure.

• Effective date is July 1, 2010, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
