Amends 4 O.S. 2001, Section 85.6 to allow sheriffs to sell unclaimed stray animals to either a licensed slaughter facility or a licensed/federally inspected livestock auction market.

Requires sheriffs to publish a description of stray animals in a newspaper for two consecutive weeks before sale, listing sex, age, and brand information.

Directs the selling facility to mail the sheriff proceeds and sales information including description, weight, price per pound, and total sales price minus marketing fees.

Requires sheriffs to pay the animal's caretaker actual costs for keeping the animal and any damages, with remaining funds held by the county treasurer for one year pending owner claims.

Effective date: November 1, 2010.
