Prioritizes cities/towns with populations under 1,750 for Oklahoma Water Resources Board funding, with preference given to municipalities with weaker fiscal capacity

Caps grants at $150,000 per qualified entity in any 12-month period with no matching funds required from recipients

Mandates annual reporting by July 31 to the Oklahoma Department of Commerce summarizing all projects funded through REAP during the previous fiscal year

Amends the Oklahoma Open Meeting Act to include entities receiving REAP funds under the definition of "public body," requiring transparency in their meetings
