Authorizes disclosure of medical and social history to prospective adoptive parents without identifying information redaction when the parent is a kinship/relative caregiver or the child has lived with them for 2+ years, unless redaction is in the child's best interest.

Modifies adoption assistance eligibility requirements for children age 18-19, allowing continued assistance if the child attends high school, pursues GED, or meets difficulty of care criteria; updates educational enrollment requirements to include home schooling and independent study programs.

Allows adoption assistance agreements to be approved after finalization if a child has an undisclosed severe medical or psychiatric condition requiring extensive treatment, with retroactive payments up to 2 months prior to agreement approval.

Expands Independent Living Act eligibility to include youth ages 16-21 in foster care or released through adoption/guardianship; extends Medicaid coverage to ages 18-21 for youth who were in state custody at age 18.

Modifies the interagency child abuse prevention task force membership by removing a specific requirement that one parent representative have high-risk family program experience.
