Amends 74 O.S. 2001, Section 150.5 to regulate Oklahoma State Bureau of Investigation (OSBI) investigation procedures and confidentiality of investigative records.

Authorizes the Governor, Attorney General, Council on Judicial Complaints, Legislative Investigating Committees, Department of Human Services Director, and district court judges to request OSBI investigations upon written submission of specific allegations of wrongdoing.

Permits OSBI Director to disclose confidential investigation records to federal, state, county, or municipal law enforcement agencies, district attorneys, Department of Human Services employees for child abuse investigations, and accreditation bodies.

Allows disclosure of otherwise confidential investigative information to outside agencies providing interpreter services, questioned document analysis, laboratory services, or other specialized services necessary to assist investigations.

Authorizes disclosure of confidential investigation records for training or educational purposes after ten (10) or more years have passed since production, and allows Director to authorize release to the public when reasonably necessary to develop information for criminal investigations.
