Authorizes Oklahoma counties to use reverse auction bidding as an alternative procurement method for purchasing goods or services of any type.

Reverse auction procedure operates as a real-time, anonymous electronic bidding process at a scheduled time and Internet location where multiple suppliers submit bids simultaneously.

Requires the procedure to include bid opening and closing times, real-time posting of bids, bidder registration and prequalification options, and county authority to determine award criteria.

Allows counties to extend closing time with 15 minutes notice and accept late bids if significant errors or events affected electronic receipt of bids.

Subjects all reverse auction bids to the same public disclosure laws and provides bidders with all remedies available under other state procurement laws; effective November 1, 2010.
