Increases the competitive bidding threshold for public trust contracts from $25,000 to $50,000 for construction, labor, equipment, material, and repairs.

Modifies public construction contract procedures for contracts under $50,000, allowing award based on competitive quotes to the lowest responsible qualified contractor rather than requiring sealed bids.

Establishes separate bidding requirements for public school district property: contracts under $25,000 may be negotiated, while contracts between $25,000 and $50,000 must use competitive bidding.

Allows contracts under $2,500 for minor maintenance or repair work to be negotiated with a qualified contractor without competitive bidding.

Becomes effective November 1, 2010.
