Amends conservancy district statutes (82 O.S. 2001, Sections 564, 568, 569, and 630) to update organizational language and modify employee classifications and compensation procedures.

Changes the title of "chief engineer" to "district manager" and removes requirement for court approval of employment agreements and compensation for district secretary, treasurer, chief engineer, and attorney.

Increases minimum bid threshold for master conservancy district contracts from $25,000 to $50,000 and eliminates requirement for court hearing before awarding contracts to non-lowest bidders.

Allows waiver of competitive bidding in emergency situations or when board determines contract must be sole-sourced, under conditions similar to the Public Competitive Bidding Act of 1974.

Authorizes board of directors to adopt competitive bidding rules for the district and permits transfer of surplus funds between district funds without prior court approval, subject to bond fund restrictions.
