Amends 22 O.S. 2001, Section 751 to allow certain laboratory reports and investigative findings to be admitted as evidence in pre-trial and forfeiture hearings without requiring the report author's testimony, unless the court orders their attendance.

Expands admissible reports to include findings from the Oklahoma State Bureau of Investigation, medical examiners, state forensic laboratories, and the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control regarding licenses, permits, and Anti-Drug Diversion Act data.

Requires the district attorney to provide the accused with copies of reports at least five days before any hearing; allows continuance if reports are not timely provided.

Amends 63 O.S. 2001, Section 2-309E to designate the Director of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control (or designee) as the keeper of records for central repository data in court proceedings.

Effective date: November 1, 2010.
