Renames the "Driver License Fraud Unit" to "Identity Verification Unit" and expands authority for investigating driving privilege reinstatements to include Highway Patrol Division or Commissioner designees

Allows Department of Public Safety to delay release of video/tape recordings until criminal or internal investigations conclude, requires redaction of death scenes, and sets records retention at 3 years; establishes copying fees of $25 for videos and $25 for digitized still images on compact disc
