Modifies definition of low-point beer and adds new definitions including "existing wholesaler," "fair market value," "good cause," "good faith," "successor manufacturer," "successor wholesaler," and "on-premise consumption" for state buildings.

Creates annual surcharges on specific licenses including nonresident sellers ($2,500), wholesalers ($2,500), Class B wholesalers ($1,000-$1,500), and package stores ($150-$250) to be deposited in newly established ABLE Commission Revolving Fund.

Establishes ABLE Commission Revolving Fund as continuing fund for agency operations, funded by surcharges collected from licensees, with expenditures approved by State Finance Director.

Allows military personnel age 21+ returning from active duty outside continental United States to transport up to 180 liters of alcoholic beverages into Oklahoma without permit requirements.

Permits alcoholic beverages to be transported between licensed premises within state-owned buildings designated as common drinking areas by governing body resolution; allows prorated brand registration and nonresident seller license fees for registrations after July 1.
