• Eligible employees receive 1.5 days of specialized annual leave for each day worked during a time they would otherwise be furloughed, with no cap on total accrual.

• Special annual leave is exempt from standard annual leave accrual limitations and can be used at any time except during furlough periods.

• Agencies are not required to pay cash compensation for work performed during furlough periods if special annual leave is provided instead.

• Employees cannot be required to work without adequate agency funds to pay their regular compensation; participation is voluntary.
