Establishes the Lindsey Nicole Henry Scholarships for Students with Disabilities Program to provide scholarships for students with individualized education programs (IEPs) to attend private schools, beginning with the 2010-2011 school year.

Allows parents or legal guardians of public school students with disabilities to request scholarships if the student attended public school the prior year and has been accepted to an eligible private school, with 60 days' notice required to the school district.

Scholarship amount equals the local, county, and state revenue per weighted average daily membership for the student's grade and disability level, or the private school's tuition and fees, whichever is less, minus up to 5% retained by the school district for administrative services.

Eligible private schools must be accredited, fiscally sound, comply with anti-discrimination laws and health/safety codes, employ qualified teachers, and follow published disciplinary procedures before expelling scholarship students.

Scholarship participants must attend throughout the school year, comply with school conduct codes and parental involvement requirements, and parents must restrictively endorse scholarship payments to the private school; school districts are not liable for additional special education costs.
