Amends the Oklahoma Meat Inspection Act (2 O.S. 2001, Section 6-195) to expand exemptions from inspection requirements for custom slaughter of cattle, bison, sheep, swine, or goats when prepared for household use.

Modifies the Oklahoma Milk and Milk Products Act (2 O.S. 2001, Section 7-408) to reassign inspection and permit duties from the Commissioner to the State Board of Agriculture.

Requires the State Board of Agriculture to promulgate rules establishing fees for permits and inspections related to Grade A milk and milk products by September 1, 2010.

Permits for dairy farms, milk plants, and related facilities remain non-transferable and without expiration dates, except bulk milk hauler/sampler and milk tank truck driver permits which expire after two years.

Declares an emergency, making the act effective immediately upon passage and approval.
