Expands the Taxpayer Transparency Act to require "Open Books 2.0," an online database listing individual expenditures separately rather than in aggregate, effective January 1, 2011.

Requires the website to be searchable by recipient name, expending agency, and date, with ability for public to export data in standardized formats.

Mandates creation of online fiscal year archives, searchable and accessible to the public, beginning with Fiscal Year 2011 within 18 months of "Open Books 2.0" launch.

Requires the Oklahoma Tax Commission to maintain and publish a monthly-updated list of all taxpayers claiming tax credits, including taxpayer names, credit amounts, and statutory provisions under which credits were claimed.

Changes "expenditure of state funds" definition to include all state funds regardless of amount, excluding only inter-agency transfers, individual assistance payments, child support, and tax refunds; effective July 1, 2010.
