Urges Congress to protect and support the Capper-Volstead Act and other related federal statutes that enable farmers and ranchers to form cooperative enterprises.

Identifies farmer and rancher cooperatives as vital to agricultural viability, with nearly 3,000 cooperatives representing a majority of the nearly 2 million farmers and ranchers in the United States.

Notes that farmer cooperatives support rural America by providing over 250,000 jobs with a total payroll exceeding $8 billion, with 2008 profits of $4.2 billion returned to members or reinvested in cooperatives.

Establishes seven policy goals for cooperative protections: improving marketplace income, capitalizing on market opportunities, meeting food and fiber needs, increasing energy production, promoting rural development, maintaining jobs, and contributing to economic growth.

Directs distribution of the resolution to the National Council of Farmer Cooperatives, Oklahoma Agricultural Cooperative Council, the President, Secretary of Agriculture, and Oklahoma's Congressional delegation.
