Amends Section 23 of Article X of the Oklahoma Constitution to modify procedures for state revenue certification and budget limits.

Removes an outdated date reference (July 1, 1985) from the Constitutional Reserve Fund provision, replacing it with language stating "all" surplus funds shall be placed in the reserve fund.

Maintains existing balanced budget requirements, including the 95% revenue certification process and 12% appropriation growth limits adjusted for inflation.

Requires the Secretary of State to refer the constitutional amendment to voters for approval through a ballot measure with a simplified ballot title explaining the change.

Directs the Chief Clerk of the House to file the resolution with the Secretary of State and Attorney General after passage.
