Increases the maximum deposit into Oklahoma's Constitutional Reserve Fund from 10% to 15% of the preceding fiscal year's General Revenue Fund certification.

Sets aside 33.34% of the Constitutional Reserve Fund balance specifically for natural disaster expenses (tornados, floods, wildfires, earthquakes, etc.), with funds invested by State Treasurer using prudent investment standards.

Adjusts the percentages of Reserve Fund monies available for other appropriations from 37.5% and 25% to 24.9975% and 16.665% to account for the natural disaster reserve portion.

Requires voter approval through ballot referendum for this proposed constitutional amendment to Section 23 of Article X.

Maintains existing provisions for the Reserve Fund's use during revenue failures and emergency conditions declared by the Governor or legislative leaders.
