Establishes the Oklahoma Juvenile Justice Reform Committee to conduct a comprehensive study of Oklahoma's juvenile justice system and recommend revisions to the Oklahoma Juvenile Code (Title 10A of Oklahoma Statutes).

Committee consists of 20 members appointed by various state officials, including judges, district attorneys, defense attorneys, Office of Juvenile Affairs employees, and representatives from youth services agencies, workforce development, and education.

Committee members must submit appointed representatives by June 30, 2010 and serve until December 31, 2011; members receive no salary but are reimbursed for travel expenses; committee may hire consultants as needed.

Committee shall prepare a final report with recommended legislative changes to the juvenile justice system and submit it to the Speaker of the House and President Pro Tempore of the Senate by December 1, 2011; committee terminates December 31, 2011.

All state departments and agencies must cooperate with the Committee by providing requested information and records; legislature shall provide staff assistance to support the Committee's work.
