Proposes constitutional amendment to transfer the Pardon and Parole Board from independent status to the Department of Corrections, effective July 1, 2011.

Amends Section 10 of Article VI of the Oklahoma Constitution to clarify the Board's duties and add provisions regarding the transfer of personnel, property, records, assets, and liabilities.

Maintains existing restrictions that the Pardon and Parole Board cannot make recommendations regarding parole for individuals sentenced to death or life imprisonment without parole.

Requires the Legislature to provide for orderly transfer of all Board duties, powers, responsibilities, and resources to the Department of Corrections.

Directs the Chief Clerk of the House to file copies of the resolution with the Secretary of State and Attorney General immediately upon passage, with ballot title included for voter approval.
