Recreates the Board of Chiropractic Examiners to continue until July 1, 2012, composed of eight chiropractic physicians and one lay member appointed by the Governor.

Requires chiropractic physician board members to be Oklahoma residents, have practiced chiropractic continuously for five years preceding appointment, be free of pending disciplinary action, maintain active clinical practice at least 50% of the time, and be of recognized professional ability and integrity.

Prohibits board members from being registered lobbyists, officers or employees of statewide chiropractic advocacy organizations, or insurance claims adjusters/reviewers/consultants (with exception for expert witness testimony).

Establishes four-year terms for most board positions with staggered expiration dates across seven geographic districts plus one at-large position, with lay member serving a term coterminous with the Governor.

Becomes effective November 1, 2010.
