Appropriates funds to the Oklahoma Merit Protection Commission for fiscal year ending June 30, 2010, to perform duties imposed by law.

Requires the Commission to budget all funds across five categories: Administration, Investigations, Hearings and Hearing Appeals, Alternative Dispute Resolution, and Grievance Management/Training.

Directs the Commission to develop outcome-based performance measures for each budget category.

Establishes that the Executive Director sets duties and compensation for employees, with the Director's salary not to exceed a specified amount (document shows $0.00).

Becomes effective September 1, 2009.
