Modifies venue rules for assigned debt claims, allowing suits against original makers of notes or indebtedness to be brought either in the county where the maker resides or where the claim arose.

Changes judgment lien requirements to allow release of liens that have been satisfied in full, vacated, become dormant, or are otherwise unenforceable upon written court motion with proper notice to judgment creditor.

Increases attorney fees from $75 to $100 per order, subpoena, or discovery request in judgment debtor proceedings, with annual caps raised from $150 to $300 per calendar year.

Modifies continuing earnings garnishment provisions to reduce the time period from an open-ended lien to 180 days from the effective date, with allowance for suspension or modification by written agreement.

Adds authority for courts to order the Oklahoma Employment Security Commission to release employment information about judgment debtors and clarifies garnishee fee structures and attorney fee caps for garnishment actions.

Effective November 1, 2010.
