Appropriates funds to the Military Department of the State of Oklahoma for fiscal year ending June 30, 2010, to perform duties imposed by law.

Requires the Military Department to budget all funds across specified categories including Administration, Support Services, Armory Maintenance, Museum Management, Youth Programs, and Federal Funds (all set at $0.00).

Directs the agency to develop outcome-based performance measures for each budget category.

Establishes budgetary limitations on full-time-equivalent employees and expenditures for the fiscal year, excluding capital and special project expenditures.

Effective date: September 1, 2009.
