Appropriates funds to the Office of Personnel Management for fiscal year ending June 30, 2010, to perform duties imposed by law.

Requires the Office of Personnel Management to budget all funds across five categories: Administration, Recruitment and Selection, Human Resource Development, Management Support Services, and Personnel/Payroll Information Services.

Sets the salary of the Administrator of the Office of Personnel Management at no more than a specified amount per annum, payable monthly for the fiscal year ending June 30, 2010.

Establishes budgetary limitations on full-time-equivalent employees and expenditures for the fiscal year, excluding capital and special projects authorized under Section 3603 of Title 74 of the Oklahoma Statutes.

Takes effect on September 1, 2009.
