Establishes Council on Law Enforcement Education and Training (CLEET) Regional Academy Pilot Program to allow law enforcement officers to attend basic police training closer to their geographical location, even if outside their jurisdiction.

Limits eligibility for participating municipalities to those with populations of 100,000 or less and approved for separate basic law enforcement academy prior to January 1, 2009.

Allows agencies to require five hundred dollar ($500.00) fee per officer attending regional academy training, split evenly between the hosting academy and CLEET; officer may be required to reimburse if training not completed or employment agreement violated.

Makes regional academy participation voluntary; no agency outside the host jurisdiction is required to send officers, and no academy is required to accept outside officers.

Authorizes federal law enforcement officers commissioned by Oklahoma law enforcement agencies to be eligible for CLEET peace officer certification under same terms as state and local officers.
