Amends the Oklahoma Law Enforcement Deferred Option Plan to allow surviving spouses of members with at least 20 years of service who die before retirement to elect the back-drop option as if the member had enrolled the day before death

Surviving spouse must have been continuously married to the member for at least 30 months immediately preceding the member's death to qualify for this benefit

Waives the 30-month marriage requirement if the member died while performing or as a consequence of performing official duties

The surviving spouse's election must be made before any monthly survivor retirement benefit is paid, with a back-drop date up to 5 years prior to death (but not before the member completed 20 years of service)

Effective date of July 1, 2010, with emergency clause for immediate effect upon passage and approval
