Appropriates funds from the General Revenue Fund to the Oklahoma Commission on Children and Youth for fiscal year ending June 30, 2010, to perform duties imposed by law.

Requires the Commission to budget all funds across seven specified categories including Administration, Office of Juvenile System Oversight, Office of Planning and Coordination, Juvenile Personnel Training, Oklahoma Areawide Services Information System, Board of Child Abuse Examination, and Child Death Review Board.

Allows the Commission to accept unanticipated federal funds awarded after July 1, 2009, exempt from expenditure limitations, provided operational funds are included in budget work program.

Sets Director's salary not to exceed a specified amount per annum payable monthly, with employment duties and compensation for other necessary staff set by the Director.

Takes effect September 1, 2009.
