Lowers disability rating requirement for disabled veterans license plates from 50% to 30% service-connected disability rating from the VA or Armed Forces.

Allows veterans and surviving spouses to apply for disabled veterans plates for vehicles with rated carrying capacity of one ton or less.

Surviving spouses of disabled veterans may obtain one disabled veterans plate if they have not remarried or remarriage was terminated by death, divorce, or annulment.

Plate fee remains additional to registration fees but capped at $5.00 total cost, and surviving spouses of physically disabled veterans may display international accessibility symbol on their plates.
