Requires elections for county offices to be conducted on a nonpartisan basis beginning with the 2012 election cycle, with candidates for county offices filing declarations of candidacy without declaring party affiliation.

If more than two candidates qualify for a county office, all names appear on the Primary Election ballot; if no candidate receives more than 50% of votes, the top two vote-getters advance to the General Election.

Removes the six-month party registration requirement for county office candidates and eliminates references to runoff primary elections for county officers.

Modifies procedures for filling vacancies in county offices, including provisions for special elections and procedures when a candidate dies before or after ballot printing.

Becomes effective January 1, 2011.
