Amends 47 O.S. Section 12-417 to increase the maximum fine for safety belt violations from $20.00 to $30.00 plus court costs.

Requires operators and front seat passengers of passenger cars in Oklahoma to wear properly adjusted and fastened safety seat belts.

Exempts certain vehicles from the safety belt requirement, including trucks, recreational vehicles, motorcycles, and farm-use vehicles.

Allows the Commissioner of Public Safety to issue exemptions to individuals who provide medical documentation from a physician stating they cannot wear safety belts.

Becomes effective November 1, 2010.
