Increases maximum monthly health insurance benefit payments for retired Teachers' Retirement System of Oklahoma members effective July 1, 2010, doubling benefit amounts across all salary and service categories (e.g., from $100-$105 to $200-$205 for members with lowest average salaries).

Requires the Legislature to annually appropriate adequate funding from the General Revenue Fund to the Teachers' Retirement System for these health insurance benefit payments, based on the number of eligible retirees and benefit amounts specified in the bill.

Applies benefit increases to retired members meeting criteria including those under age 65 not yet eligible for Medicare, those age 65+ or Medicare-eligible, and applies to both State and Education Employees Group Insurance plans and employer-provided plans.

Declares an emergency effective date of July 1, 2010, stating the measure is immediately necessary for preservation of public peace, health, and safety.
