Creates the Children's Cabinet with 15 members including the Lieutenant Governor as chair to develop coordinated state policies for child and family welfare.

Cabinet membership includes state agency directors (Human Services, Juvenile Affairs, Health, Mental Health, Education, Labor, etc.) plus one child advocacy organization executive director appointed as vice-chair.

Cabinet must develop a strategic children's policy plan by July 1, 2011, addressing major issues facing youth under 21, long-term strategies, policy recommendations, service coordination, and measurable outcomes.

Establishes Youth Advisory Alliance composed of youth ages 14-21 (one selected per legislative district) to meet twice yearly and report issues and recommendations to the Cabinet.

Cabinet must meet at least four times per year with staff support from the Oklahoma Commission on Children and Youth; authorized to solicit federal and private funds and coordinate across agencies through liaisons.
