Amends Oklahoma employment definition under the Employment Security Act to clarify coverage of various worker categories including corporate officers, independent contractors, agricultural workers, and domestic service employees.

Modifies exemption for Department of Human Services personal care services program by removing language that tied exemption to medical care programs certified by DHS or Centers for Medicare and Medicaid Services, narrowing exemption to only work or training programs administered by DHS.

Maintains existing exemptions for various worker classifications including students, family members, religious workers, government employees, agricultural laborers, and owner-operators of trucks.

Effective July 1, 2010, with emergency clause allowing immediate implementation upon passage and approval.
