Re-creates the Oklahoma Emergency Response Systems Development Advisory Council until July 1, 2012, with membership consisting of physicians, health service providers, consumers, and emergency medical personnel educators.

Expands council from previous composition to 19 members total: 8 representing rural areas and counties with populations under 50,000, and 1 specializing in pediatric services.

Distributes appointments as follows: 6 members by Governor, 5 by State Commissioner of Health, 4 by Speaker of House, and 4 by President Pro Tempore of Senate, with 2 rural representatives from each appointing authority.

Sets term limits with initial appointees serving one or two years, then all subsequent appointees serving two-year terms with a maximum of six consecutive years on the council.

Becomes effective November 1, 2010.
