Directs the State Board of Career and Technology Education to increase the number of Dropout Recovery Programs at technology center schools beginning with the 2011-2012 school year, contingent upon appropriated funds

Requires new Dropout Recovery Programs to be approved by the Oklahoma Department of Career and Technology Education

Mandates that programs be funded cooperatively by technology center school districts, public school districts, the Oklahoma Department of Career and Technology Education, and where appropriate, local private funding
