Amends 74 O.S. 2001, Section 5062.8 to update the powers and authorities of the Oklahoma Development Finance Authority.

Replaces outdated references to "Section 5062.1 et seq." and "this act" with "the Oklahoma Development Finance Authority Act" throughout the statute for clarity and consistency.

Removes limitations on the Authority's ability to engage underwriters, legal counsel, financial advisors, and consultants for programs where a single private entity has previously selected service providers prior to applying to the Authority.

Deletes subsections (a) and (b) that previously restricted financing backed by the Credit Enhancement Reserve Fund and limited service fees to ranges determined by the State Bond Advisor for certain programs.

Declares an emergency effective immediately upon passage and approval by the Governor.
