Requires owners and operators of farmed cervidae facilities licensed under the Oklahoma Farmed Cervidae Act to comply with specific fencing, signage, and inspection requirements.

Mandates at least 12-foot-high welded or woven wire fencing with top 2 feet allowing barbed wire, designed to prevent licensed wildlife from escaping and wild game from entering.

Requires metal or weather-proof signage (24 by 12 inches, white background with red lettering) posted at corners, entrances, and 200-yard intervals stating "Commercial Hunting Area Licensed by the Oklahoma Department of Wildlife Conservation" along with license number.

Requires Department of Wildlife Conservation inspection and approval every 3 months, with records and facilities available for inspection by authorized representatives; establishes that blood and meat samples may be collected from all killed deer and elk for testing.

Establishes penalties of $500 to $1,500 fine and/or up to 60 days in county jail for violations, with mandatory license revocation and 6-month waiting period before reissuance; effective November 1, 2010.
