Amends the Health Insurance High Risk Pool Act to require the primary plan to provide comprehensive coverage for screening, diagnosis, testing, and treatment of autism spectrum disorder.

Coverage for autism services must be equal to or more favorable than coverage for other conditions, with no dollar limits, visit limitations, deductibles, or coinsurance less favorable than the primary plan's standard terms.

Requires treatment plans to include diagnosis, proposed treatments by type/frequency/duration, anticipated outcomes, update frequency, and treating physician signature; insurers may request updated plans annually.

Covers therapies, treatments, medicines, and services including pharmacy care, psychiatric care, psychological care, therapeutic care, rehabilitative care, habilitative care, and Applied Behavior Analysis (ABA) therapy up to $36,000 per year.

Prohibits denial or refusal of coverage solely based on autism spectrum disorder diagnosis; applies to individuals under age 21 diagnosed by licensed physicians, board-certified therapists, or TRICARE-certified providers; effective November 1, 2010.
